If you can't see a submit button in the checkout look out for a red warning message at the top of the screen alerting you to an issue. Most of these are caused by having restricted products in your cart. Some States have restricted some products (e.g. flavors other than tobacco) and we take a great deal of care in staying on the right side of these regulations.
